Federal Monitoring, OSEP Verification Visit Reports and State Determination Reports

The Office of Special Education Programs (OSEP) conducts periodic on-site monitoring reviews and verification visits for states receiving Part C federal funds through the Individuals with Disabilities Education Improvement Act (IDEA). This section includes OSEP reports for Colorado's early intervention system.

The U.S. Department of Education, Office of Special Education Porgrams (OSEP) is required under the Individuals with Disabilities Education Improvement Act (IDEA) to place each State in one of four levels of determination:

Meets Requirements,

Needs Assistance,

Needs Intervention, and

Needs Substantial Intervention

These determinations are based on information gathered through the state's progress on each of the compliance indicators (1, 7, 8a, 8b, 8c, 9, 10 and 11) as reported within the Annual Performance Report (APR). Colorado submits an APR to the Office of Special Education annually on February 1.
