Memorandum of Understanding and Interagency Agreements


Colorado has three state level Memorandum of Understanding agreements. Each document is key to Colorado's compliance with federal law and regulations. The Memorandum of Understanding is among five state agencies: Human Services, Education, Public Health and Environment, Health Care Policy and Financing, and Department of Regulatory Agencies, Division of Insurance. The purpose of this agreement is to coordinate a statewide, comprehensive, interagency system of early intervention supports and services, for all infants and toddlers wtih developmental disabilities or delays and their families in accordance with the Colorado Part C application for Part C funding to the Office of Special Education Programs (OSEP), United States Department of Education.

Child welfare (Child Abuse and Protection and Treatment Act (CAPTA)) and early intervention (Individuals with Disabilities Education Act, Part C regulations require states to develop procedures for the referral of a child under three years of age, who is a victim of a substantiated case of abuse or neglect, or is identified as affected by illegal substance abuse or withdrawal symptoms resulting from prenatal drug exposure, to early intervention services.
